REQUEST FOR PROPOSALS FOR CDBG ENGINEERING SERVICES FOR THE CITY OF VERNON FOR A FFY 2019 COMMUNITY DEVELOPMENT BLOCK GRANT NEIGHBORHOOD REVITALIZATION PROJECT

The City of Vernon hereby requests proposals from qualified individuals or firms to provide Engineering services for a Florida Small Cities Community Development Block Grant (CDBG) Neighborhood Revitalization project.

The project involves the rehabilitation of both of the City's water wells to include the replacement of the pumps and motors, the automatic transfer switch, the electrical panels, wiring and conduit, the telemetry system/SCADA system and the hypochlorite disinfection system; the repaving of approximately 3,100 LF on Church Street between Moss Hill Road and Pompey Avenue. Unmet needs that could be added to the project depending on budget availability would include the installation of permanent stand-by electrical generators at the Spoolmill Lift Station and the Circle H Lift Station in the City of Vernon.

The City has been awarded CDBG Grant #22DB-OP-02-77-02-N13 in the amount of $650,000.00, therefore, procurement and contracting will follow CDBG regulations.

Separate contracts related to projects that are receiving funding from other funding sources such as DEP-FRDAP may be entered into from this solicitation.

Engineering Services for this project will include but not be limited to topographical surveying, testing, engineering design, permitting, bidding, construction administration and resident observation services.

Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime.

The evaluation criteria that will be utilized in the selection of the engineer are as follows:

1. Knowledge of State and Federal Regulations governing the CDBG Program as well as other grant programs; 20 pts.

2. Experience with CDBG Funded Projects;

20 pts.

3. Management and Staffing, organizational charts, resumes, etc.; 20 pts.

4. Ability to become Quickly Familiar with Local Conditions; 20 pts.

5. Experience with Municipal Engineering Projects 10 pts.

6. Approach to Task 10 pts.

In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants' Competitive Negotiation Act, Florida Statute 287.055.

Respondents are required to submit one (1) original and seven (7) copies in a sealed envelope marked "SEALED PROPOSAL FOR CDBG ENGINEERING SERVICES". Proposals must be received by 11:00 a.m. on September 10, 2021 at the City of Vernon, Attention: Candice Hodges, Mayor, 2808 Yellow Jacket Drive, Vernon, Florida 32462. Proposals will be publicly opened on September 13, 2021 at 8:00 a.m. at City Hall.

The City of Vernon reserves the right to reject any and all proposals, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the City. Engineering service contract(s) may be subject to grant/loan award and release of funds by the funding agency.
