PORT ST JOE PORT AUTHORITY NOTICE OF REQUEST FOR PROPOSAL (RFP)

ECONOMIC DEVELOPMENT GRANT WRITING, PROGRAM MANAGEMENT
AND CONSULTING SERVICES
The Port St. Joe Port Authority ("Port") is seeking solicitations from vendors to provide consulting services. Port is soliciting Proposals from qualified firms to perform consulting services in the application for and management of economic development grants or programs of any type available from Federal and State sources including, but not limited to U.S. Department of Transportation, including the Maritime Administration, American Rescue Plan Act, Florida Department of Transportation, the Florida Legislature and the Florida ports Council. Awarded firms shall be responsible for the performance of all required contracted consulting services as well as any and all associated services as required by Port. All submitted Proposals shall be for principal firms and may include sub-contractors.
Please note Section 3 of the HUD Act of 1968 and other Federal and State statutes seek to foster local economic development, neighborhood economic improvement, and individual self-sufficiency. Qualified businesses under such legislation are encouraged to submit a proposals as any responsive, responsible respondent that qualifies will be given a preference during evaluation. A respondent selected for this project will be responsible for ensuring compliance with all applicable requirements including, but not limited to, the hiring and contracting decisions made on the projects.
RFP DEADLINE: Submitted on or before Friday, July 22, 2022 no later than 2:00 PM (Eastern) and will be opened in the Library of the Gulf County Courthouse, Port St. Joe, Florida immediately thereafter at 2:15 PM (Eastern) and evaluated by Port Administration thereafter from Friday, July 8 through Monday, July 25, 2022.
LATE PROPOSALS RECEIVED AFTER THE AFOREMENTIONED DEADLINE DATE, EITHER BY MAIL OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE CLERK'S OFFICE. PROPOSALS OFFERED ARE THE SOLE RESPONSIBILITY OF THE VENDOR FOR ASSURING THAT PROPOSALS ARE RECEIVED IN THE CLERK'S OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC, OR ORAL PROPOSALS WILL BE ACCEPTED.
Proposal submissions must be submitted in a sealed envelope or package, clearly marked with the Proposer's name, address with the name of the proposer, and the RFP number and title "ECONOMIC DEVELOPMENT CONSULTANT SERVICES" so as to identify the enclosed proposal. Each submittal shall include one (1) original and five (5) copies of the proposal as well as one copy in digital format placed on a flash drive or CD (ie. in pdf format). Proposals received later than the date and time as specified will be rejected. The Board will not be responsible for the late deliveries of proposals that are incorrectly addressed, delivered in person, by mail or any other type of delivery service.
The Proposer may obtain the specifications and details of this RFP from the Gulf County Clerk's Office and must also submit in a timely manner or have delivered its final RFP proposals to the:

*and any proposal received after the above stated deadline will be returned unopened and will not be considered.
Any questions concerning this RFP must be submitted in writing no later than 9:00 a.m. (Eastern), on July 1, 2022 and should be directed to Guerry Magidson, Port Chairman firstname.lastname@example.org
Port reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the Port. The Board shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered into by the Port. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the Port Administrator as authorized by the Board of Port Commissioners. The Port intends to negotiate an interim and/or comprehensive agreement with the highest ranked proposer. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions. The Port may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals and submitted recommendations to the Board of Port Commissioners, the Port will then begin negotiations with the highest-ranked firm. If only one proposal is received, the Port may negotiate in good faith.
All proposals that are timely received shall become the property of the Port and any costs or expenses
incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such
proposals and related information shall be subject to the applicable provisions of the Florida Public
